ICCAC Announces Leadership Changes in Men’s Basketball Officiating
AMES, Iowa — The Iowa Community College Athletic Conference (ICCAC) announced a change in leadership roles within the conference's men's basketball officiating program on Tuesday.
John Higgins has been named the Director of Education, while Brooks Wells will assume the role of Coordinator of Officials. The additions mark a step forward for the ICCAC's commitment to enhancing officiating standards, training, and mentorship across the conference in men's basketball.
Higgins brings a wealth of experience and national recognition to the ICCAC. With an officiating career spanning over three decades, he has officiated in 29 NCAA Division I National Tournaments, including 11 Final Fours and two national championship games.
Currently serving as the Coordinator of Officials for several NCAA conferences—including the Big 12, Mountain West, Missouri Valley, Western Athletic, Big Sky, and Big West—Higgins brings a deep understanding of what it takes to develop and manage elite officiating staffs.
"I've followed the ICCAC and Region 11 for a long time," Higgins said. "I worked in the conference years ago and was part of some legendary games — like Indian Hills versus Southeastern. I know how competitive this league is, and I'm looking forward to working closely with both officials and coaches to help make it even better. Partnering with the ICCAC and Brooks to put the best officials on the floor, while building a strong educational foundation, will be a key focus."
Wells steps into the coordinator position with a strong background in officiating administration as well. He has served as a national evaluator for multiple governing bodies, including his current role as the NAIA's Great Plains Athletic Conference (GPAC) men's basketball officials coordinator. Most recently, he officiated in his fourth NCAA Tournament, which included a Sweet Sixteen assignment in 2025.
"I am excited for this opportunity and to give back by working with the ICCAC's coaches, officials, and leadership," said Wells. "My first national tournament as an official was at the NJCAA Division II National Tournament in Danville. Additionally, having officiated games in this conference myself, I know the high standard that's expected—and I'm excited to get to work alongside John to provide mentorship and development for the next generation of officials."
The leadership tandem has drawn support from across the NJCAA officiating community.
"I am excited to watch the ICCAC Men's Basketball officiating staff grow as it goes through change," said John Blazek, the NJCAA National Consultant of Officials. "Having John teaching and training officials and Brooks assigning officials, I know I will see good things coming out of the conference."
Together, Higgins and Wells will lead efforts to refine evaluation systems, host educational workshops, and enhance the overall consistency and professionalism of officiating within ICCAC Men's Basketball.
